Circuit is a cheap beta tester for Bipolar Junction Transistor (BJT). Whatever the reading of the ammeter, just multiply it with 100 and that is the approximate value of the Beta or the ratio of collector current (Ic) to base current ( Ib). When testing NPN transistor, just keep the switch down as shown in the diagram below. On the other hand, when testing PNP type just switch it up.
Example: 2.7mA reading
Beta = 2.7*100 = 270 which equal also to Ic/Ib

Note: For BJT hfe, beta, and Ib to IC gain means the same.
